15 15 GOVERNANCE TRANSITION TO MANDATORY BOARD QUOTAS On 1 July 2019 SSAs and RSAs eligible for State Government funding are required to have 40% women members on their boards. Vicsport has been working closely with organisations to provide a deeper understanding of the actions necessary to meet the incoming quotas and to provide the guidance and support necessary to meet that target. This included hosting two workshops;  Building Effective Boards in February 2018  Strengthening Successful Boards in May 2018. Each workshop consisted of scenario-based learning and discussion. The focus was on the provision of information on how to strengthen, elect, appoint and induct future board members, as well as improving and developing better board behaviour, culture and performance. Vicsport also provided (and continues to provide) direct one-on-one support to its members and affected organisations on how to strengthen good governance practices and implement strategies to meet the quotas. Resources developed to assist organisations in transitioning to meet the quotas included nominations committee charters and guidelines, a Good Governance Toolkit update and Board Bank restructure on the Vicsport website. Refer to page 16 for a detailed list of organisations that Vicsport has worked with on the quotas project. BESPOKE GOVERNANCE PROJECTS Vicsport, with funding assistance from SRV, undertook various projects with SSAs to improve their governance practices, policies and procedures. These SSAs approached Vicsport for assistance and the cost was met, in large part, through the SRV funding allocation as part of Vicsport’s contract with SRV. EQUESTRIAN VICTORIA: GOVERNANCE REFORM Vicsport provided secretariat support for Equestrian Victoria’s Governance Sub-committee to assist with the implementation of its Governance Reform Action Plan (developed by Vicsport in 2016-17). Anthony Bowd, Vicsport Manager Strategic Projects, provided policies, advice and guidance to help build a sustainable governance model including finalisation of EV’s 2017-2020 Strategic Plan. VICTORIAN AMATEUR PISTOL ASSOCIATION (VAPA): 40% WOMEN BOARD QUOTAS Vicsport assisted with the implementation and rollout of recommendations made in the 2016-17 Vicsport Report; VAPA Board Recruitment Plan & Board Skills Audit, and is currently working with VAPA to increase the representation of women on the VAPA Board. VICTORIAN CLAY TARGET ASSOCIATION (VCTA): 40% WOMEN BOARD QUOTAS Vicsport assisted VCTA to complete a Board Recruitment Plan to assist the organisation to meet the 40% women board quota target. Additional SSA Governance support provided to:   Disability Sport Victoria (DSV): Governance and Organisation Capacity  Vicsport conducted a governance health check to improve governance practices, increase skills and develop greater board diversity.   Little Athletics Victoria (LAV) Board: Governance Reform  Vicsport conducted a Board Skills Audit, reviewed LAV Board policies and conducted a governance review of seven LAV Regions in Victoria.   Melbourne Aboriginal Youth Sport & Recreation (MAYSAR)  Vicsport completed the 2017-2020 Strategic Plan Map for MAYSAR. A Governance Health Check and Action Plan Report were also provided together with assistance during the implementation of the Action Plan. VPN BOARD AND STAFF INDUCTION: GOVERNANCE AND WORKFORCE DEVELOPMENT Vicsport aims to provide staff and board directors who are new to the industry with an overview of the structure of Victorian Sport highlighting key trends and industry drivers. The purpose of the information sessions are to:   To introduce Vicsport and industry stakeholders to staff and board directors new to the industry.   Provide an opportunity for SRV to reinforce key policy messages focusing on facilities and community.   To provide the opportunity for people new to Victorian Sport to share ideas, network and form future relationships.   THE YEAR IN REVIEW
